Water color painting is the method whereby pigments are mixed with water or water based solution and applied to paper or a solid base . This base could be board or bark or even as in the Egyptian times papyrus. Sometimes canvas is used.Thisis different to oil painting

The effect of this form is that of delicacy or translucency due to the thinness of the applied paint.
In places in Asia like Japan and China ground black ink was used and this was called in Ink wash painting. One could even use the artist’s fingers for application 

As far as the technique used in water color there are many of which are unique to this art form
Flat washing is that which applies the basic back ground to the paper. This can be graded. Also there is use of glazes which can give a glazed in effect. As far as using graded texture in applying the paint there can be dry application or wet where the paint is allowed to run across borders.

Apart from painting using straight application paint can be splattered on sprayed on stamped using sponge here for this technique. To give different surface technique hat can be produced by brush use may be made of plastic film or tissue paper application on the semi died paint to give texture or patterning.
Sgrafitto using a sharp point is also an option to reveal line work in the base paper color.
Using modern options spraying or airbrushing may be used

As far as application is mentioned there can be the approach of dropping in color where paint is introduced on other wet paint or the opposite, namely lifting off where existing wet paint is removed from the surface both giving very different results
